Michelle Morris

Michelle Morris is the Public Services Ombudsman for Wales (PSOW) and was appointed in 2022 by the Senedd (Welsh Parliament). 

PSOW investigates complaints about public services (which are devolved to the Welsh Parliament); considers complaints about Councillors breaching the Code of Conduct and drives systematic improvement of public services and standards of conduct in local government. 

The Ombudsman is responsible for the leadership of PSOW, setting out its strategic priorities, ensuring the efficient and effective delivery of its services across Wales and maintaining effective working relationships across the public sector. The role includes being Accounting Officer accountable to the Senedd for performance and the management of budget and resources.

Prior to becoming Ombudsman she worked in community development and local government for nearly 35 years in corporate and leadership roles.  This included holding a number of senior local government roles, in Wales and Scotland, as Assistant, Deputy and then Chief Executive. 

Throughout her career she has developed a commitment to public services and feels strongly about their value and ensuring people’s voices are heard and that public bodies listen, learn and improve from service users’ experiences.
